Clifford Maurer is the Director of Public Works. He oversees the whole department, which includes: Administration, Engineering, Facilities Management, Fleet Management, Streets Operations and Infrastructure Management, Public Works Downtown Team, and Water Resources Divisions.
Cliff brings a strong background in facilities management, sustainable practices, energy management, contracting, and procurement. Before joining the City of Santa Barbara, he was the Director of Public Services and Engineering for the City of Coronado where he served since 2014. Prior to municipal service, he was a career officer in the Navy’s Civil Engineer Corps. Highlights of his naval career included: commanding a Naval Construction Battalion (Seabees) and two Naval Facilities Engineering Commands, one in Hawaii and the other, the Navy’s largest unit overseeing all infrastructure for Navy and Marine Corps Installations, in the Southwestern United States. That command included 3,300 professionals and over $3 billion in volume of business per year.
He received a Bachelor’s degree in Oceanography from the U.S. Naval Academy and a Master’s Degree in Civil Engineering from University of California, Berkeley. He also completed an Advanced Management Program at the University of Pennsylvania, Wharton School of Business. He has served on one university, and two corporate advisory boards in the fields of energy and sustainability. He is a registered Professional Engineer, a Certified Energy Manager, and is a member of the American Society of Civil Engineers and American Public Works Association.

Michael Pease is the Business Manager for the Public Works Department and oversees the Administration Division. He has over 17 years of municipal finance experience and served 9 years as the City’s Budget Manager. Michael graduated with a Master's degree in Public Administration from the University of Southern California. He is proud of the quality services that Public Works provides to the community and is passionate about the role that the Administration Division plays in fostering a cohesive department and providing key support services to the entire Public Works team.
Brian D’Amour is the City Engineer for the City of Santa Barbara and is a licensed Professional Engineer. He has over 20 years of municipal engineering and consulting engineering experience. He is a graduate of Pennsylvania State University with a degree in Civil Engineering. Prior to his time with the City of Santa Barbara, Brian served in various private and public sector roles in New York, Vermont, and New Hampshire. He has been with the City for over 15 years and currently leads the Engineering Division of the Public Works Department. As City Engineer, Brian is responsible for oversight of all engineering functions performed by the organization.
Donna Lahey is the Public Works Operations Division Manager. She oversees Facilities Management, Fleet Management, and Streets Operations and Infrastructure Management. She has 15 years of private and public sector experience in operations, facilities, finance, and program management. She earned a degree from the University of California, Berkeley in Interdisciplinary Studies with a focus on City Planning and Public Health.
Joshua Haggmark is a registered Civil Engineer who began working for the City of Santa Barbara in the Engineering Division 15 years ago. He currently leads the Water Resources Division as the Water Resources Manager, where he oversees both Water and Wastewater operations, with a combined staff of 150. Joshua graduated from California Polytechnic State University at San Luis Obispo.
