Winter Holiday Closures

The City of Santa Barbara wishes you a safe and joyous holiday season. Most non-emergency City offices will be closed from Monday, December 22, 2025, through Friday, January 2, 2026, in observance of Christmas and New Year's holidays. The City Hall building will undergo fumigation from Monday, December 22, through Wednesday, December 24, 2025. A perimeter fence will be installed around the building for the duration of the work.
Normal operations will resume on Monday, January 5, 2026.
Police, Fire and Harbor Patrol emergency services will be fully staffed throughout the office closure. The 9-1-1 emergency service will continue to dispatch calls 24 hours a day, 7 days a week.
Repair requests will be monitored and resolved in order of priority during the office closure.

Airport
All Airport and Terminal Operations will remain open as normal. The Airport Badging Office will be closed on December 25-26, and January 1-2. All other functions within the Airport Administration Building (601 Firestone Rd) will be closed to the public in accordance with the City's closure.
Building & Safety Plan Check and Inspections
For building permit inspections please request online via Accela Citizen Access. Building and Safety Division counter staff will not be available to accept or review building plans during the holiday closure.
Building and Safety Inspections will continue to be scheduled for the dates of December 22–24, 26, and 29-31, 2025. The regular inspection schedule will resume Monday, January 5, 2026
City Attorney
During the holiday period, the City Attorney’s Office at 740 State Street, Suite 201, will accept Service of Process Monday through Friday, 8 a.m. to 5 p.m., closed from noon to 1 p.m. for lunch. The office will be closed on December 24–26 and January 2.
City Clerk
Public Records Requests submitted during the holiday closure will not be processed until our office resumes normal business operations on Monday, January 5, 2026.
Human Resources
The Human Resources Department will be closed in accordance with the City closure. For issues requiring immediate attention please leave a message at (805) 564-5316 or email Human Resources at HR@SantaBarbaraCA.gov.
Fire Prevention
Fire Prevention staff will be available with the exception of Thursday, December 25, and Thursday, January 1. If you need further assistance, please contact (805) 564-5702. For those encountering issues requiring immediate assistance from the Fire Department, contact the Combined Communications Center at (805) 882-8900.
Libraries
All Library locations and outdoor book returns will be closed Monday, December 22, to Friday, December 26, 2025, and Thursday, January 1, 2026. Limited hours will be observed on Wednesday, December 31. All Library on the Go stops will be canceled during this closure. All operations will open for regular library hours on Friday, January 2, 2026.

Office of Emergency Services
The City Office of Emergency Services will be closed during the holidays from Monday, December 22, 2025, to Sunday, January 4, 2026. For issues requiring immediate attention leave a message at (805) 331-5637 or email SRosenberger@SantaBarbaraCA.gov.
Parks and Recreation
All City of Santa Barbara recreation centers and Parks and Recreation administration offices will be closed during the holiday period, with the exception of the Cabrillo Pavilion, which will operate on a modified schedule, and facilities reserved for private events. Essential Parks Division services will continue throughout the holiday period to ensure restrooms are opened and maintained and that litter removal and other basic operations are addressed. Parks, playgrounds, beaches, community gardens, lawn bowling clubs, tennis and pickleball courts, and the municipal golf course will remain open to the public.
Los Baños del Mar is expected to close from December 24, 2025, through January 1, 2026, though these dates may shift based on maintenance needs.
Permit Applications
The last day to submit Community Development and Public Works applications in 2025 will be Wednesday, December 17, 2025, at 5:00 p.m. (PST). After this deadline, the City’s online permit system and payment portal (Accela Citizen Access) will be offline until Monday, January 5, 2026, at 8:30 a.m. (PST).
Police Department
The Police Department Lobby will be closed on Thursday, December 25, and will reopen on Friday, December 26, 2025. There will be no vehicle releases on Christmas Day.

Public Works Permits
Public Works Inspection will be available all weekdays during the closure with the exception of Thursday, December 25, 2025, and Thursday, January 1, 2026.

The City’s Land Development Team will observe its annual Holiday Closure from Friday, December 19, 2025, through Monday, January 5, 2026. During this period, most offices and operations will be closed.
Street Sweeping
Street sweeping and related parking enforcement will be canceled on Christmas Day, Thursday, December 25 and New Year’s Day, Thursday, January 1. Regularly scheduled street sweeping and related parking enforcement will resume the Friday following each holiday. There will be no make-up days or changes to the schedule.

Trash and Recycling
Residential and business curbside collection will be delayed by one day following Thanksgiving Day on Thursday, November 27, Christmas Day on Thursday, December 25, and New Year’s Day on Thursday, January 1. Utility Billing / City Hall Cashier
The Utility Billing/Cashier office will be closed to the public beginning December 19, 2025, and will reopen Monday, January 5, 2026. Utility Billing staff can be contacted December 22-23 and 29-31 during the hours of 8:00 a.m. to 1:00 p.m. by phone (805) 564-5343 or via email at UtilityBilling@SantaBarbaraCA.gov.
Payments for water, sewer, and trash bills will be processed and credited to accounts throughout the closure period when paid by one of the following methods:

The utility payment Drop Box at City Hall will be closed for one week due to building maintenance from Thursday, December 18 – Thursday, December 25, 2025. The Drop Box will reopen Friday, December 26, 2025.
