Brian is currently serving as Acting Public Works Director overseeing the Public Works Department. In his permanent role as City Engineer, Brian is responsible for oversight of all engineering functions performed by the organization and supporting all City departments, including the Airport, Waterfront, Parks and Recreation, Public Safety, Downtown Parking, Streets Division, and Water Resources Division. Brian is a licensed Professional Engineer with over 20 years of municipal engineering and consulting engineering experience. He is a graduate of Pennsylvania State University with a degree in Civil Engineering. Prior to his time with the City of Santa Barbara, Brian served in various private and public sector roles in New York, Vermont, and New Hampshire. He has been with the City for over 17 years.

Michael Pease is the Business Manager for the Public Works Department and oversees the Administration Division. He has over 17 years of municipal finance experience and served 9 years as the City’s Budget Manager. Michael graduated with a Master's degree in Public Administration from the University of Southern California. He is proud of the quality services that Public Works provides to the community and is passionate about the role that the Administration Division plays in fostering a cohesive Department, providing key support services to the entire Public Works team, and coordinating closely with other City stakeholders.
Ashleigh is currently serving as Acting City Engineer overseeing the Engineering Division of the Public Works Department. In her permanent role as Principal Engineer, Ashleigh leads the Water Resources Engineering team, which manages design and construction of water and wastewater capital projects. She is a licensed Professional Engineer with over 18 years of engineering experience and has held multiple roles across engineering disciplines throughout her more than 16 years with the City. After graduating from Cal Poly, San Luis Obispo with a bachelor’s degree in civil engineering, she worked for a private civil and traffic engineering firm in Gilroy before joining the City of Santa Barbara.
Adam Hendel is the Acting Public Works Operations Division Manager. He oversees Facilities Management, Fleet Management, and Streets Operations and Infrastructure Management. He has been at the City for 17+ years and before that worked at Vandenberg Space Force Base. Adam has worked on nearly every type and size of project within Public Works during his time in Engineering. He earned a degree from the University of California, Los Angeles in Civil Engineering. He also has a Masters degree in Engineering Management from the cross-town rival, USC.
As the Downtown Team Manager, Sarah Clark oversees transportation planning, the Downtown Parking system, street parking throughout the City, and day-to-day operation of the State Street Plaza. Though most of her 11 years with the City were spent in Downtown Parking, Sarah has worked on a variety of issues ranging from residential parking to the State Street Master Plan. Prior to joining the City, Sarah’s diverse public sector experience includes roles with the National Science Foundation, the County of Santa Barbara, and the City of Los Angeles. Sarah holds a degree in Biology and Environmental Studies from Tufts University and a Master of Public Policy from the University of Southern California.
Joshua Haggmark is a registered Civil Engineer who began working for the City of Santa Barbara in the Engineering Division 15 years ago. He currently leads the Water Resources Division as the Water Resources Manager, where he oversees both Water and Wastewater operations, with a combined staff of 150. Joshua graduated from California Polytechnic State University at San Luis Obispo.
