Bios
Clifford Maurer is the Director of Public Works. He oversees the whole department, which includes: Administration, Engineering, Facilities Management, Fleet Management, Streets Operations and Infrastructure Management, Public Works Downtown Team, and Water Resources Divisions.
Cliff brings a strong background in facilities management, sustainable practices, energy management, contracting, and procurement. Before joining the City of Santa Barbara, he was the Director of Public Services and Engineering for the City of Coronado where he served since 2014. Prior to municipal service, he was a career officer in the Navy’s Civil Engineer Corps. Highlights of his naval career included: commanding a Naval Construction Battalion (Seabees) and two Naval Facilities Engineering Commands, one in Hawaii and the other, the Navy’s largest unit overseeing all infrastructure for Navy and Marine Corps Installations, in the Southwestern United States. That command included 3,300 professionals and over $3 billion in volume of business per year.
He received a Bachelor’s degree in Oceanography from the U.S. Naval Academy and a Master’s Degree in Civil Engineering from University of California, Berkeley. He also completed an Advanced Management Program at the University of Pennsylvania, Wharton School of Business. He has served on one university, and two corporate advisory boards in the fields of energy and sustainability. He is a registered Professional Engineer, a Certified Energy Manager, and is a member of the American Society of Civil Engineers and American Public Works Association.

Michael Pease is the Business Manager for the Public Works Department and oversees the Administration Division. He has over 17 years of municipal finance experience and served 9 years as the City’s Budget Manager. Michael graduated with a Master's degree in Public Administration from the University of Southern California. He is proud of the quality services that Public Works provides to the community and is passionate about the role that the Administration Division plays in fostering a cohesive department and providing key support services to the entire Public Works team.
Ashleigh Shue is the Interim City Engineer for the City of Santa Barbara and is a licensed Professional Engineer. She oversees the Engineering Division. Ashleigh has over 15 years of municipal engineering and consulting engineering experience. She is a graduate of California Polytechnic State University, San Luis Obispo, with a degree in Civil Engineering. Prior to her time with the City of Santa Barbara, Ashleigh worked for a private consulting firm in northern California. Ashleigh has been with the City for over 13 years and is currently leading the Engineering Division of the Public Works Department as Interim City Engineer. She has served in multiple positions in her time with the City, most recently as the Principal Civil Engineer leading the Water Resources Engineering team. As Interim City Engineer, Ashleigh is responsible for leading the division programs including Engineering Services and Engineering Land Development, as well as providing oversight for citywide capital improvement projects.
Jim Dewey has served the City of Santa Barbara’s Public Works Department for over 15 years as the Streets Operations and Infrastructure Manager and the Facilities and Energy Manager. Before working at the City, Jim served as the campus energy manager and Associate Director of Facilities at UC Santa Barbara. Prior to working in the public sector, Jim was a mechanical contractor specializing in energy management and control systems, managing energy for high-tech companies and government agencies. Jim is a graduate of the Universal Technical Institute, specializing in Heating, Ventilation, Air Conditioning, and Solar Technologies, and has a bachelor’s degree in Business Economics from UCSB. Jim is a Certified Energy Manager with the Association of Energy Engineers.
Brian has been with the City of Santa Barbara since December of 1999. He started his career with the City in the Redevelopment Agency and was the Housing and Redevelopment Manager until the State of California dissolved all redevelopment agencies in 2012. For the past 10 years, Brian served as the Waterfront Business Manager where he oversaw the Waterfront Department’s $16 million budget, Waterfront parking operations, and the property management program that included over 250,000 square feet of leasable space and 60+ leases covering Stearns Wharf and the Harbor. Brian received his Bachelor of Arts degree in Environmental Studies from University of California, Santa Barbara, and has a Master of Science Degree in Environmental Studies from California State University, Fullerton.
Joshua Haggmark is a registered Civil Engineer who began working for the City of Santa Barbara in the Engineering Division 15 years ago. He currently leads the Water Resources Division as the Water Resources Manager, where he oversees both Water and Wastewater operations, with a combined staff of 150. Joshua graduated from California Polytechnic State University at San Luis Obispo.
Angela Oslund has over 15 years of experience in facilities, energy & sustainability, and project management. She is a graduate of Portland State University with a degree in Civil Engineering, and holds a degree in Architectural Engineering Technology. She also received her master’s degree in Communication and Leadership Studies from Gonzaga University. Prior to joining the City, Angela worked for the USDA Forest Service and as a consultant to local and federal municipalities managing facilities programs and delivering facilities infrastructure projects. She is responsible for the Facilities Division’s 37 staff members and oversees programs including Capital Projects, Facilities Maintenance, and Electronic Maintenance. Angela is originally from Portland, Oregon but has made Santa Barbara home since 2019.
