Submitting Online Applications
Accela Citizens Access (ACA) is the City's construction and land development permit portal. Apply for permits, check plan review statuses, upload resubmittals and corrections, and pay fees all through your own Accela account. The City uses DigEplan for electronic document submittals and plan reviews. For instructions on how to use DigEplan, please view the "ACA User Guide" below. Even without an account, you can research recent permits for any property. Email PermitPortal@SantaBarbaraCA.gov if you have any questions about the new electronic plan review software.
