The 9.5-acre former Sears Site (3845 State Street) is located on the south end of La Cumbre Plaza. 

The property owner submitted a Preliminary Application for the project on November 20, 2024.  The intent of this preliminary review was to help the applicant identify potential development issues that need to be addressed as part of the formal Planning Application process.

The proposed project includes demolition of the former Sears building, adjacent auto center, and associated parking and construction of a 443-unit rental housing project under the Average Unit-Size Density (AUD) Incentive Program.  It includes moderate-income and market rate rental units and a 10,000 square foot leasing and amenities building, courtyards, and other outdoor common areas for residents.  The project also proposes a multi-use path along Arroyo Burro Creek on the eastern side of the property.

Project Status

The project is currently in the pre-application review phase.  City departments provided comments on the conceptual project proposal in a December 20, 2024 letter (see letter under Project Materials below).

The next steps in the pre-application process are conceptual reviews by the Architectural Board of Review and Planning Commission.  Following these reviews, the applicant may submit a formal Planning Application for the project.

The applicant is also hosting community forum to give the public an opportunity to learn more about the project on Saturday, February 15th at The Grace Fischer Foundation (121 South Hope Avenue, Suite F118, in La Cumbre Plaza).  The public may drop in anytime between 8 am and 12 pm.
