La Cumbre South Homes

The 9.5-acre former Sears Site (3845 State Street) is located on the south end of La Cumbre Plaza.

The property owner submitted a formal Planning Application for the project on May 14, 2025.

The proposed project includes demolition of the former Sears building, adjacent auto center, and associated parking and construction of a 443-unit rental housing project under the Average Unit-Size Density (AUD) Incentive Program.  It includes moderate-income and market rate rental units and a 10,000 square foot leasing and amenities building, courtyards, and other outdoor common areas for residents.  The project also proposes a multi-use path along Arroyo Burro Creek on the eastern side of the property. The project also includes a proposed Tentative Map to divide the 14.19-acre legal lot into two parcels, creating a 9.39-acre site for the new development while the existing development (a portion of the shopping center) would remain on the other parcel.

Project Status

The project is currently in the application completeness review phase.  The City provided feedback regarding information necessary for a complete application in June and September 2025. Staff is reviewing materials submitted by the applicant on October 23, 2025 to determine whether the application is complete.

The project is scheduled for Concept Review by the Architectural Board of Review (ABR) on November 10, 2025. Once the project application is deemed complete and environmental review, if required, is completed, the Planning Commission will consider approval of the Tentative Map.  Following Planning Commission review, ABR will review the project for Project Design Approval and Final Approval. Then the applicant may apply for building permits.
