The Housing Plan implements 32 programs in the adopted 6th Cycle Housing Element, translating housing goals and policies into actions to meet the City's current and future housing needs.  Learn more about the 6th Cycle Housing Element

A Program Environmental Impact Report (EIR) is an informational document prepared under the California Environmental Quality Act (CEQA) that evaluates the environmental consequences of a plan or program. The Housing Plan Program EIR analyzes the environmental effects of implementing Housing Plan programs, including on-going programs, procedural changes, zoning ordinance amendments, and other actions that implement state housing requirements and accommodate the City housing need of 8,001 new housing units. The Program EIR does not evaluate specific development projects. 

The Draft EIR identifies potentially significant impacts related to air quality, biological resources, cultural resources, hazardous materials, noise, and utilities. With implementation of required mitigation, these impacts would be reduced to less than significant levels. The Draft EIR also evaluates alternatives, including a No Project Alternative and an Additional Housing Alternative, and provides an opportunity for public review and comment.
