General Plan Implementation and Housing Element Annual Progress Reports (APR)

By April 1 every year, the City reports on the previous calendar year status of the General Plan and progress on its implementation (known as the General Plan Annual Progress Report [APR]) as well as a separate report specifically on the progress of the Housing Element (Housing Element APR) using forms and definitions adopted by the State Department of Housing and Community Development (HCD). The reports are presented to City Council and submitted to the Governor’s Office of Land Use and Climate Innovation (LCI) and HCD.  

One primary function of the Housing Element APR data is for HCD to track progress towards meeting the City's Regional Housing Needs Allocation (RHNA) each year. The Housing Element APR raw data is available for download (from 2018 onwards) on the California Open Data Portal or on HCD's APR Dashboard
