Guidance for Applicants
The City of Santa Barbara's Adaptive Reuse Ordinance (SBMC §30.185.045) facilitates the conversion of existing nonresidential buildings into housing. This initiative supports the City's 2023–2031 Housing Element Program HE-1 to encourage new residential uses throughout the City, revitalize the downtown, maintain historic structures, and reduce construction waste.
The ordinance became effective on November 20, 2025, following extensive public engagement and review by the Planning Commission, Ordinance Committee, and City Council.
What Is Adaptive Reuse?
Adaptive reuse is the transformation of existing buildings—originally designed for commercial, office, or other nonresidential uses—into residential units. To qualify, projects must meet the following criteria:
- Located in zones that allow multi-unit residential use or mixed-use
- Building must have a certificate of occupancy issued at least five years prior
- Additions outside the existing building envelope are limited (exceptions allowed for amenities and code compliance)
