El Niño and Winter Storm Preparedness
The best time to prepare is now!
On September 22, City Council received an update on winter storm preparedness, including the 2026–27 El Niño outlook, potential local impacts, and how the City is preparing for the winter season. The National Weather Service shared that this year’s forecast indicates a strong El Niño winter. While El Niño does not determine exactly when, where, or how much rain Santa Barbara will receive, it shifts the odds toward wetter conditions during the winter months. More actionable forecasts will become available closer to individual storm events, when conditions are more predictable.
You do not have to wait for a storm to appear in the forecast to take action. Start by learning about the hazards that could affect you, your home, and the places you spend time. Consider how you would respond if heavy rain, flooding, strong winds, road closures, or other storm impacts affected your plans, and talk with the people in your household about what you would do. Review your emergency plan, make sure your supplies are ready, and consider what you may need for children, pets, or anyone in your household who may need additional assistance. You can also learn about emergency zones and local hazards now, while you have time to prepare.

The City and regional partners are preparing, too. The Fire Department and Office of Emergency Services are coordinating with regional partners, conducting training and exercises, and preparing personnel and equipment for potential storm response. Public Works is inspecting and maintaining drainage systems, while the Police Department is preparing for rapid response and coordinating on road closures and other hazards. Airport, Parks and Recreation, Waterfront, and Sustainability and Resilience staff are also taking steps to prepare facilities, drainage systems, equipment, and other resources.
