City staff maintains ten parking lots and five parking structures with a total of over 3,000 parking stalls, serving over five million vehicles annually. Revenue from parking fees also supports the Downtown Plaza area encompassing the State Street Central Business District and the downtown paseo system.

The Downtown Parking Program operates in partnership with the downtown community to increase the economic viability within the Downtown Plaza while sustaining and enhancing its historical and livable qualities.

Fee Collection Envelopes

Fee Collection Envelopes are issued in Downtown Parking lots for fees not collected.

Parking Lot Policies

•    Lots are open 24 hours. The maximum stay is 72 hours.
•    Vehicles left over 72 hours are subject to tow-away (except in the Railroad Depot lot).
•    No vehicles over 22 feet are allowed in City lots.
•    Soliciting or distribution of flyers is prohibited.
•    Park in marked stalls

Pre-Paid Parking Cards

Pre-Paid Parking Cards may be purchased in the following denominations: $30.00, $60.00, $90.00, $120.00, or $250.00. Pre-Paid Parking Cards are valid for hourly parking rates within the Downtown Parking gated lots. You may purchase a card online or in person at the Downtown Parking office.

Pre-Paid cards can be refilled up to the original denomination online or in person at the Downtown Parking office. The card cannot be refilled at the parking kiosks.

Pay on your phone before exiting the lot with Sweb Mobile Pay

  • You do not need to register or download an app to use pay-by-phone. Payment may be completed up to 10 minutes before exiting the lot.
  • Scan. Use your smartphone camera to scan the QR code on your entrance ticket to bring up the payment portal.
  • Pay. The portal accepts payments from Visa, MasterCard, Discover, ApplePay, and GooglePay.
  • Go. The gate will lift automatically when you approach the exit. If the gate does not lift, please insert your paid parking ticket into the column.
  • Pay-by-phone compliments other recent equipment upgrades which expanded the existing payment options by adding NFC payments and tap-to-pay.

Rates for the Amtrak / Greyhound Passenger (Lot 13/Depot Lot Only)

Rates are in effect 24 hours a day, 7 days a week.
Amtrak / Greyhound Passenger (Lot 13/Depot Lot Only)
•    $10.00 per day
•    Must present train/bus ticket or validation stamp to receive this rate. 
•    Only valid in City Lot 13.

License Plate Recognition

License plate recognition, sometimes shortened to LPR, is a feature on some software that can detect, read, and store video of a car's license plate. Used primarily in traffic monitoring in parking lots and gated security entrances, this allows the camera to capture a license plate number which is then compared to a database. The image will be processed through Skidata analytics software to determine fees accrued in the downtown parking facilities.  License Plate Recognition Policy
