Inclusionary Housing Ordinance Amendments at Planning Commission

The proposed Inclusionary Housing Ordinance Amendments will be presented to the Planning Commission on August 20, 2026, to request their recommendation to the City Council. 

The proposed ordinance amendments implement the guidance received from the Planning Commission and City Council, the revised recommendations from the Inclusionary Housing and In-Lieu Fee Study at public hearings this past Spring, and public input received.

About the Project (Inclusionary Housing Requirements)

The City of Santa Barbara requires inclusionary housing—units at affordable prices—for multi-unit residential developments. Inclusionary housing requires a certain number of units—calculated as a percentage of total units in a development—to be sold to middle- income households or rented to moderate-income households. Staff evaluated the current inclusionary housing requirements to inform proposed amendments and to meet Housing Element goals of creating new housing and facilitating affordable housing. The Inclusionary Housing Ordinance Amendments implement Housing Element Program HE-13.
