Draft Housing Plan Program EIR Available for Public Review

The City of Santa Barbara has prepared the Housing Plan Program Environmental Impact Report (EIR) to analyze the potential environmental effects of implementing Housing Plan programs. These programs include ongoing initiatives, procedural changes, zoning ordinance amendments, and other actions required to comply with state housing laws and respond to the City’s Regional Housing Needs Assessment (RHNA) allocation of 8,001 new housing units. Please note: The Program EIR does not evaluate specific development projects.  

Public Comment Period 

The City is accepting public comments on the Draft EIR during the 45-day review period from January 30, 2026 – March 17, 2026 (5:00 p.m).
