Please note, as with most city administrative offices, Community Development and all 630 Garden Street Public Counters will be closed for the winter holidays from Friday, December 20, 2024 through Friday January 3, 2025.  Offices will reopen on Monday, January 6, 2025.

The purpose of this program is to promote and facilitate affordable rental and ownership housing for various income categories.

CDBG & Human Services

The Human Services and Community Development Block Grant (CDBG) programs award grants to help support local non-profit organizations that provide social services to low- and moderate-income residents.

Rental Housing Mediation

RHMP is dedicated to resolving rental housing disputes by offering mediation services and information on Landlord-Tenant rights and responsibilities.

Fair Housing

The Fair Housing Enforcement Program is a component of the City of Santa Barbara's Community Development Department. As part of the adoption of the City's Housing Element, the Program was established to assist people who believe that they have experienced discrimination in the rental of housing, with an emphasis on discrimination against families with children.
