
Call for Proposals: Interim Service Provider for Referral-Based Emergency Shelter Services
The City of Santa Barbara is requesting qualifications from experienced nonprofit service provider(s) in delivering referral-based emergency shelter services for individuals experiencing homelessness. The goal is to select a qualified provider to operate an existing referral-based emergency shelter at 816 Cacique Street, Santa Barbara, California on an interim basis beginning (ideally) December 1, 2025 through June 30, 2026. A Request for Proposals (RFP) will be distributed in the early Spring for a longer-term service provider.
The Request for Qualifications (RFQ) is attached and we welcome your consideration or distribution to your networks of organizations that may be qualified and interested in submitting a proposal.
Proposals will be received electronically until 5:00 P.M. Pacific Daylight Time, November 4, 2025. Please submit proposals to Barbara Andersen, Senior Assistant to the City Administrator, by email at: BAndersen@SantaBarbaraCA.gov. The receiving deadline is absolute. Allow time for technical difficulties and expected delays. Late or incomplete RFQs will not be accepted.
