La Cumbre Plaza Redevelopment

La Cumbre Plaza is a 31-acre site comprising eight parcels, six of which are suitable for substantial redevelopment with residential/mixed-use development. It is within the City’s Average Unit-Size Density (AUD) Incentive Program Priority Housing Overlay (37-63 units/acre) and is included in the 2023-2031 Housing Element Suitable Sites Inventory.

The Neighborhood at State & Hope

Macy's Site (3805 State Street) - The 8.7-acre Macy’s Site is located on the north end of La Cumbre Plaza. The City has received a Preliminary Application for redevelopment of the current Macy's site  with a mixed-use development named "The Neighborhood at State & Hope."  The proposed project involves demolition of the Macy’s building and associated parking and construction of a 642-unit mixed-use housing project under the AUD Program, and includes moderate and very-low affordable units, senior option units, market-rate units, and a variety of retail, dining, commercial and public spaces.

Project Status

The project is currently in the Preliminary Application phase which includes design review consultation by the Architectural Board of Review and concept review by the Planning Commission. The intent of the preliminary review is to help the applicant identify potential development issues that will need to be addressed as part of the Planning Application process.

The City anticipates the submittal of a formal Planning Application in the summer of 2024.
