Master Environmental Assessment Guidelines Update

The Santa Barbara City Council adopted the updated MEA Guidelines for Historic Resources, Archaeological Resources, and Tribal Cultural Resources on April 29, 2025. These updates enhance the City’s ability to protect important cultural resources while improving the efficiency, clarity, and consistency of the environmental review process.


What is a Master Environmental Assessment (MEA)?

Under CEQA Guidelines Section 15169, public agencies may prepare a Master Environmental Assessment (MEA) to:

  • Identify and catalog environmental resources
  • Organize data for CEQA documentation
  • Highlight regional environmental characteristics
  • Predict potential environmental impacts

Santa Barbara’s MEA was first adopted in 1979 and has been periodically updated to reflect evolving regulations, community values, and environmental conditions.


Purpose of the 2025 Update

The MEA update was initiated in response to Program HE-9 of the City’s 6th Cycle Housing Element (2023–2031). The goals of the update include:

  • Implementing General Plan policies related to cultural and environmental protection
  • Providing clarity and consistency in development review
  • Establishing measurable standards for environmental impact evaluation

What's New?

The 2025 MEA Guidelines were developed to:

  • Streamline environmental review procedures
  • Align with Program HE-9 of the 2023–2031 Housing Element
  • Comply with current California Environmental Quality Act (CEQA) requirements
  • Clarify procedures for staff, applicants, consultants, and tribal representatives

These updates reinforce the City's commitment to cultural resource protection while helping applicants and reviewers navigate the CEQA process more effectively.


Implementation

City staff are now required to apply the updated MEA Guidelines throughout the development application and CEQA review process. This ensures a consistent, transparent, and effective approach to evaluating and managing potential impacts on Santa Barbara’s historic, archaeological, and tribal cultural resources.
