14 DPS Power Failure

Emergency backup power is typically provided to the Distribution Pump Station by the 2 MW Emergency Generator. If the public utility power source fails, Distribution Pump Station power source is automatically switched to the 2 MW Generator.   This SOP does not discuss the automatic transfer of power to the 2 MW Emergency Generator.

If the 2 MW Emergency Generator fails and/or is unable to provide backup power to the Distribution Pump Station, the Operator must manually switch the power supply to the portable 230 kW Diesel Fuel Generator. This SOP describes that manual process.

The Distribution Pump Station transports filtered and disinfected water from the Reclaimed Water Reservoir to the Phase 1 distribution system and to the Phase II Reclaimed Water Reservoir.

The Distribution Pump Station is a critical component of the WWTP.  A secondary emergency power supply is provided to prevent the failure of that component during a power outage.

  • If working on or near equipment, watch for rotating parts.

  • The  portable 230 kW Diesel Fuel Generator has the capacity to operate only the two variable speed pumps.  Demand for irrigation of the Golf Course cannot be met while the Distribution Pump Station operates under the 230 kW Diesel Fuel Generator.

  • The Equipment List/Tag No. List describes the Reclaimed Water System as the "Recycle Water System".
  • The 230 kW Diesel Fuel Generator is tested on a monthly basis.  The generator should always be fueled and ready for immediate operation.  Verification of this pre-emergency preparation should be part of the Operator's Routine Operation.
  • The Operator must monitor system pressure via the Surge Tank pressure levels.

  • Monthly testing and diesel fuel supply inspections are critical to the successful operation of the secondary generator during an emergency situation.

Emergency backup power is typically provided to the DPS by the 2MW Emergency Generator {tag no. 1703GEN7261}.  When the 2 MW Emergency Generator assumes power, no further action is required by the Operator.  The Operator should, however, verify that the surge tank valve is in the correct position and the DPS pumps are online and meeting the Water Reclamation Phase II Reservoir (Golf Course) demand.

If the 2MW Emergency Generator is unable to provide backup power to the DPS, a portable 230 kW Diesel Fuel Generator {tag no. 1902GEN9156A} is provided as a secondary source of emergency power and the following SOP must be performed.

Note: The secondary 230 kW Diesel Fuel Generator operates only the two variable speed pumps {tag nos. 1404PMP/MTR/VFD4100 & 1404PMP/MTR/VFD4200}.  The secondary 230 kW Diesel Fuel Generator is not sized to operate all five DPS pumps.

The 230 kW Diesel Fuel Generator {tag no. 1902GEN9156A} is located directly outside the DPS and is tested on a monthly basis.  The 230 kW Diesel Fuel Generator should always be fueled and ready for immediate operation.

1.     Switch from main power to back-up power

a.     Locate the 230 kW Diesel Fuel Generator binder and key, which is typically stored next to the DPS SCADA workstation.  The binder includes detailed instructions for start up and operation of the generator.  Click here for a copy.  Keep the instructions with you for reference throughout this SOP.

b.     Unlock the left panel door of the generator skid with the key. Turn the switch to START.  The generator will automatically begin the warm up sequence.  

c.     Go to the DPS Local Control Panel and turn all pumps to OFF at the HOA switches {tag nos. 1404HS4100, 1404HS4200, 1404HS4300, 1404HS4400 & 1404HS4500}.

d.     At the MCC-11 Panel {tag no. 1710MCC7230}, flip the Edison Power Main Breaker Switch {tag no. 1710MBK7230} to OFF.  Remove the KIRK key from the main breaker receptacle.

e.     Insert the KIRK key to the 230 kW Diesel Fuel Generator breaker receptacle (which is located just left of the main breaker receptacle) and turn.  Flip the breaker switch to ON. The DPS is now powered by the 230 kW Diesel Fuel Generator.

 

2.     Start essential DPS equipment

a.     Turn the two variable speed pumps {tag nos. 1404PMP/MTR/VFD4100 & 1404PMP/MTR/VFD4200} to AUTO at the HOA switches.  Select a lead pump at the Switch {tag no. 1404HS4521}. Pumps will automatically resume operation according to the Reclaimed Water Distribution Control System (click here for a copy).  The variable speed pumps will ramp up very quickly, but will eventually stabilize to a slower speed.

b.     Verify the surge tank {tag no. 1404TNK4691} pressure level at the DPS Local Control Panel display screen. Surge tank pressure may have dropped to the minimum level (12”) while the pumps were offline, which initiates an automatic closer of the surge tank solenoid valve {tag no. 1404FY4691}.    If the surge tank level remained above 12” and system pressure was maintained, go to Step 3.  If the surge tank level reached 12”, go to Step 2.c.

c.     Monitor and compare system pressure at the SCADA workstation and surge tank pressure gauge {tag no. 1404PI4682}.  When the pressure at both locations reaches 110 psi – 120 psi, open the Surge Tank Solenoid Valve {tag no. 1404FY4691}.  The valve is located outside under the surge tank.   The DPS system is now operating normally.

 

3.     Record keeping and notification

a.     Record the power interruption, transition to emergency power and generator usage to the operator’s log book which is stored in the glass faced cabinet at the generator skid.

b.     Notify Water Distribution that the demand for the golf course cannot be met while the DPS is powered by the 230 kW Diesel Fuel Generator. If the power failure occurs after hours, notify ESW (Emergency Service Worker) of the situation.  A phone directory is located in the OPS office.

  • Notify Water Distribution that the Distribution Pump Station is operating under the secondary emergency power supply and irrigation demands for the golf course cannot be met.
  • If the power outage occurs after hours, notify the Emergency Service Worker (ESW) of the current situation. 
  • A phone directory with contact information for Water Distribution and the ESW is lcoated in the OPS office.
