Because the treatment of wastewater is considered a critical service, it is imperative to have that function continue even with loss of commercial power (Southern California Edison, or SCE, is the commercial power supplier to the El Estero Wastewater Treatment Plant.)

Purpose and scope
Purpose and scope:

This SOP covers both the 2 MW generator (primary; provides power to all equipment in the plant) and the 900 KW generator (secondary; provides power to critical equipment only.) When the plant loses commercial power, the 2 MW generator should start. If it doesn't, the 900 KW generator will start to power critical equipment only.

Only a qualified electrician should perform most of the necessary maintenance and repair of electrical equipment.

Cautions
Cautions:

The fuel tank for the 2 MW generator holds 5,000 gallons of fuel, which is approximately enough fuel to run the generator for 3 days straight. When the fuel tank reaches half full (2,500 gallons), notify the Senior Operator so the tank can be refilled.

2 MW Generator (Primary)

  1. Operators need to communicate via radios or cellular phones and go in opposite directions to restart equipment simultaneously.
  2. Confirm that the IPS pumps are running.
  3. Confirm that the disinfection system and chemical feed pumps are running.
  4. Restart the RAS and WAS pumps.
  5. Restart the blowers.
  6. Restart the DPS.
  7. Reset the aeration basin mixers.
  8. Reset the ferrous pumps.

900 KW Generator (Secondary)

  1. Operators need to communicate via radios or cellular phones and go in opposite directions to restart equipment simultaneously.
  2. Confirm that the IPS pumps are running.
  3. Confirm that the disinfection system and chemical feed pumps are running.
  4. Contact the O&M Supervisor and update.
  5. Contact the CSOS to diagnose/repair the 2 MW Generator.
  6. Restart the RAS and WAS pumps.
  7. Manually start the 230 KW generator and follow procedures for starting equipment in the DPS. Procedures are found in the binder in the DPS.
  8. Reset the aeration basin mixers.
  9. Reset the ferrous pumps.

Monitor and take all readings on the generator every hour, and when the generator stops running. At the end of the run, log the duration of the generator run on the sheet at the generator. This information is required by the Air Pollution Control District.
